BACKGROUND
Background
The Guilford County Sheriff's Office was recently approved to replace the current Taser X26P in use by deputies and detention officers. The Board of County Commissioners (BOCC) approved Agenda Item #2023-551 on 12/21/2023. This agenda item allowed the Sheriff's Office to replace the X26P Taser with the Taser 10, which are both manufactured and sold exclusively by Axon. The BOCC also approved a sole source exemption with Axon for the purchase. The Taser 10 model utilizes a different type of cartridge. There are two (2) different types of cartridges the Sheriff's Office will need in order to facilitate both training and on-duty use. The Taser 10 operates in an entirely different way than the X26P. There will need to be necessary training of deputies and detention officers prior to its issuance and use. The Taser 10 Hook and Loop Training (HALT) cartridge is utilized for training. The Taser 10 Live cartridge will be used for actual on-duty carry of the Taser 10. A price quote for these cartridges was given by Axon. The quote is attached to this agenda item.
The price quote is set to expire on 02/15/2024. However, if approval is granted prior to this date, the quoted price will be locked in for the next five (5) years. During that time frame, the Sheriff's Office will not be charged a higher price for the cartridges, even if the market price increases. The first purchase of new cartridges will not be necessary until 02/01/2025. The provided chart indicates the purchase plan over the next several years. There will be no requirement to purchase new/replacement cartridges each year. The purchase of cartridges will be on an as needed basis. The approval of this agenda item will establish an agreement with Axon for price only. A chart of the expenditures and the maximum total is provided.
